The report provides an overview of the current landscape for funding harm reduction. It argues that funding for HIV-related harm reduction programs is in crisis as it falls short of the estimated resource needs. The report provides an overview of the levels of funding for harm reduction and harm reduction funding policies of different donors, including the Global Fund, DFID, Dutch government, PEPFAR, OSF. It also provides a set of recommendations on harm reduction funding to donors and national governments.
