Eurasian Harm Reduction Network (EHRN) invites to apply for consultancy in Moldova and Georgia respectively (one consultant per country and two consultancy positions in total). We seek applicants with practical experience in the development of national monitoring and evaluation systems in HIV control ("Consultants") to co-operate with EHRN in the period between January 26, 2017 to March 31, 2017 .
Goal: Development, coordination and initial implementation of the plan to integrate the participatory monitoring into the national M&E systems
- to help integrate the participatory monitoring by the affected populations into the national M&E systems the consultants will be engaged in advocacy work embracing the evaluation of the national legislation, drafting amendments to the national legislation, meeting representatives of national institutions and PWID communities
- to describe the implementation of this plan a report will be made, where the consultant will outline the barriers and opportunities for integrating the participatory monitoring, describe the best practices in its implementation and give recommendations for the future.
Conditions to be met by Applicants/Selection Criteria
The following selection criteria will be applied to evaluate the incoming job applications (maximum points awarded to meet each criteria):
proven work experience with M&E systems in the area of HIV control in Moldova/Georgia and with key affected populations (max 40 points);
short description of your experience in advocacy work in the country (including meetings, drafting and evaluation of national legislation) (max 40 points)
fluency in the national language (Moldavian/Georgian), fluency in Russian and/or English (max 10 points);
Daily rate in Euros (eight working hours) (max 10 points).
The maximal number of points is 100.
