Aibar Sultangaziev is the director of the Harm reduction programmes association "Partner Network" and deputy chairman of the Kyrgyzstan country coordination mechanism (CCM). He has been working in the area of HIV and drug use for 13 years. In the first years, he worked in rehabilitation of drug addicts. However, having seen that things were not so simple and people continued to die from drugs, and having visited Ukraine in 2004 where HIV was already widespread, he realised that he could not stay aside. So, he began working in harm reduction programmes. Beginning with one project, every time more and more problems used to arise that demanded resolution at a higher level. Systematic changes were needed. So, in the end, he entirely moved from the service sector to advocacy of harm reduction programmes.
